Anet has no problem with people using Texmod since it doesn't really add an advantage in competitive areas. But they won't help you if your game crashes or you get hacked because of it.

The official wiki has articles relating to texmod too, including how to make your own mods with it and a list of what others have made.

They allow it, but you can't contact support if it blows up your refrigerator, which is an example Gaile used.

I thought it was a funny example so i made it my user title

But yea it's allowed, it's pretty cool too.

It's a third party program that modifies the textures of your game. That's all it does. And anything you modify will only show up on your client; nobody else will see it. That's why Anet lets us use it.

I think the best way to say it is:

It's not disallowed.

Heh, yeah, that's more like it. I've been using the term "tolerated" myself. Anet did never expicitly allow the use of TexMod and they will never do. Anet's stance is actually somewhat ambiguous. It has to be, because they don't want to deny us the fun of modding, but at the same time have to keep a back door open for the case that someone actually manages to find a way to abuse mods in a way that Anet would consider harmful.
